Turbo Tax and Property Tax Deductions Question? - refinance tax deduction

In 2007, some of my property taxes are paid from my escrow account. Then refinanced into a new mortgage where escrow NO.
After refinancing more than paid my taxes (school tax) in August, right in the school district - no escrow account at the time because of refinancings.

Turbo Tax is able to explain this, or just questions about what I said in 1098 he paid the property tax demand?
